Responsibilities


The Committees are primarily tasked with the review and ratification of Code Manager proposals for change. Committees will also play a role in issue definition, but the responsibilities for solution identification sit with the Code Manager.

The REC Committees are not intended to be vehicles for the discussion of operational challenges and ‘old chestnut’ issues. They will meet with clear agendas and a focus on the progression of change.

Representatives


REC Parties have nominated and elected expert industry representatives to sit on the REC Committees and make decisions with respect to REC Change Proposals and related matters. Committee Members understand the obligations and processes that apply to the REC Parties they represent.

Committee Members will establish processes for engaging with their constituencies where appropriate; however, REC Parties seeking to express support for – or oppose – decisions should do so through the formal consultations that will be issued by the Code Manager and the Committees.

REC Change Panel

Membership of the REC Change Panel is decided by REC Parties through means of nomination and elections. REC Change Panel Representatives serve two-year terms on the group. All members on the group will act impartially and independently of the interests of their employer. The Chair of the Panel is appointed by RECCo. All REC Parties are represented on the Panel with membership comprising of:

  • Domestic Gas and/or Electricity Supplier.
  • Non-Domestic Gas and/or Electricity Supplier.
  • Gas Network Operator.
  • Electricity Network Operator.
  • Metering Equipment Manager.

Metering Expert Panel

Membership of the REC Metering Expert Panel is decided by REC Parties through means of nomination and elections. REC Metering Expert Panel members serve two-year terms on the group. The Chair of the Panel is appointed by the REC Manager. All members on the group will act impartially and independently of the interests of their employer. The group comprises of the following:

  • Two Gas and/or Electricity Suppliers.
  • Two Gas Transporters and/or Distribution Network Operators.
  • Two Metering Equipment Managers.

Green Deal Panel

Green Deal Panel members are appointed by the REC Code Manager following a nomination and selection process. REC Green Deal Panel Representatives serve two-year terms on the group. The Chair of the REC Green Deal Panel is appointed by the REC Manager. Membership of the Green Deal Panel comprises of:

  • Three members nominated by Electricity Suppliers.
  • Three members nominated by Green Deal Providers.
  • One independent Subject Matter Expert appointed by RECCo.

Meeting schedule


REC Committee meetings will ordinarily meet in accordance with the following schedule:

  • REC Change Panel – First and third Tuesday of each month
  • Metering Expert Panel – Second Wednesday of each month
  • Performance Assurance Board – Last Tuesday of each month
  • Technical Expert Panel – Last Wednesday of each month
  • Green Deal Panel – as may be required

These dates are subject to change, and meetings will only be held where there is sufficient business. All meeting dates will be maintained on the calendar within the Committees area of the REC Portal.

Meeting documents


Agendas and relevant meeting papers will be uploaded to the REC Portal five working days prior to each meeting. Headline Reports summarising outcomes of business will be uploaded within two working days of each meeting, and formal minutes will be published within five working days.

Papers will be stored in the Documents library within the relevant Committee Workspace. Access to some meeting papers and minutes may be restricted to appointed Committee Members.

Portal Users who have opted to receive notifications with respect to Committee information will be advised when new documentation has been made available.

Committee and Change documents can have one of four classifications assigned:

  • Red – non-disclosable information restricted to Committee Members at the meeting and not for wider dissemination.
  • Amber – limited disclosure to Committee Members and others who need to know the content to be able to act.
  • Green – information that can be shared with all REC Parties but not publicly.
  • White – information that is for public, unrestricted dissemination.

A principle of open access to information will apply. That is, by default, unless meeting papers contain information that is in any way commercially sensitive or identifies individual data subjects, a White classification should apply. Papers will be marked as Red or Amber if the disclosure of information contained within would cause commercial or reputational detriment to individual organisations, or disclosure of information beyond the Committee would contradict legislation including Data Protection regulations.

Elections and Representative Terms


REC Parties nominated and elected their industry representatives to the REC Committees in the period leading up to REC go-live. Committee Member terms start on 1 September 2021 and are expected to last two years.

When there are vacancies on the Committees, the Code Manager will contact REC Parties to identify suitable expert representatives for election.
