Responsibilities


The key functions and responsibilities for the REC Change Panel include:

  • The approval of Change Plans for the development of REC Change Proposals.
  • To receive preliminary Change Reports from the Code Manager and plan consultations.
  • Vote to approve or reject REC Change Proposals.
  • Consideration of issues escalated to the group by its sub-committees including the Metering Expert Panel, Technical Expert Panel and Green Deal Panel.

Membership


Membership of the REC Change Panel is decided by REC Parties through means of nomination and elections. REC Change Panel Representatives serve two-year terms on the group. All REC Parties are represented on the Panel with membership comprising of:

  • Domestic Gas and/or Electricity Supplier.
  • Non-Domestic Gas and/or Electricity Supplier.
  • Gas Network Operator.
  • Electricity Network Operator.
  • Metering Equipment Manager.

Each REC Change Panel member is entitled but not required to appoint an Alternate. The Alternate members of REC Parties must be from a different organisation.

Voting and Quorum


As well as the elected REC Party Representatives a customer representative and three independent Subject Matter Experts appointed by RECCo will be able to vote at the meeting. In deciding a matter which requires a determination each Change Panel member or appointed Alternate can cast a single vote. Outcomes will be decided by a simple majority. In the event of a tie, the Chair will cast the deciding vote. For the meeting to be quorate at least three REC Party Representatives and two RECCo appointees need to be in attendance.

Meeting Frequency


The REC Change Panel will meet twice per month on the first and third Tuesday of the month. Meetings are scheduled to be around two hours long depending on the agenda. The Final Agenda and meeting papers for each meeting will be made available five Working Days before the meeting on the REC Portal. Post Meeting a Headline Report will be published one Working Day after the meeting and minutes will be published five Working Days after the meeting.
